In general, the pupil-teacher ratio31 in primary education has continued to decrease since the late 1990s. This ratio in junior and senior secondary education increased during the 1993–2004 period but has since decreased steadily. Currently, China’s pupil-teacher ratios at all education levels are better than the world’s average, close to or even better than that of upper-middle-income countries, but still lagging behind high-income countries.32
